The electronic signature in BiH enables digital signing of documents, verification of penalties and more efficient communication citizens with institutions.

His experience shows how citizens are increasingly recognizing the benefits of digital solutions that save time and money. The electronic signature in BiH is becoming more accessible, and institutions emphasize that it has the same legal force as the government’s signature.
According to the Law on the Electronic Signature of BiH, a qualified electronic signature allows signing documents in digital form with full legal validity. It works based on encryption and digital certificates, which guarantee the authenticity, integrity and identity of the signatory.
Certificates are currently issued by four authorized authorities – an agency for identification documents (IDDEEA), BH post office, indirect taxation (UiobiH) and Halcom. Although the technical process is relatively simple, its application in practice is still encountered obstacles, primarily in terms of infrastructure and institutional willingness.
The IDDEEA Iddeea identification documents may say that the process of applying for the electronic signature is short and free and that all adult citizens can apply for BiH citizens. Citizens who want an electronic signature can occur in one of the five regional centers.
“The procedure lasts five minutes and is very simple, our team is available. We believe that this tool will significantly reduce the signature in BiH, and only the E-IDDEEA application can only be used,” explains Armin Musa, Advisor for the safety of information systems in IDDEEA.
The Kenan Perviz from the Sarajevo Office of Iddeea adds that the most important document is a personal card and the e-mail address correctly, as it is crucial for verification.

The electronic signature was especially proved useful in the tax administration, where accelerating application processing, reduces the need for physical arrival and increases data security. Taxpayers are obliged to report authorized representatives and meet the statement of electronic submission of applications, which is an important step towards more modern business.
Experts believe that, with additional investment in infrastructure and education, e-signature could become a standard channel of citizens communication, firms and institutions.
However, the complete digitization of the system is still a challenge. Lack of technical resources, slow institutional response and limited knowledge of digital tools in citizens slow the wider application of e-signatures. But experiences like Terzic’s and the interest of citizens show that there is a willingness to move forward.

If technical, legal and organizational conditions are provided, it can become a basis for more transparent public administration, more efficient business and simpler communication between citizens and institutions.
