Spanish Minister of Economy Carlos Cuerpo said his government supports the efforts to enter the European Commission in order to reduce the basic frozen Russian property found in the EU, with the aim of assistance in the financing of the Ukrainian government.
– From Spain, we advocate that the financing of Ukraine increases as much as possible. We are committed to being considered and creative ways in order to use these blocked funds – said Cuerpo in the interview for Bloomberg TV.
Cuerpo also said that Spain, which is one of the main importers of Russian liquefied natural gas in the European Union, is working to reduce that import and diversification through procurement from countries such as United States.
One of the proposals is that these frozen funds do not confiscate directly, but that interests that they generate (or some form of guarantees) use to help Ukraine for example through restore loans, Reuters.
The idea is that EU member states or groups of willing bonds or instruments that would cover these funds and guarantee their exploitation, that Ukraine gets funds before (possibly) Russia compensate for damage.
After the Russian invasion of Ukraine in 2022, the EU and the partners have frozen a significant part of the funds belonging to the Russian State. These funds include foreign exchange reserves, government bonds, deposits and other financial resources.
