The main reason for this is the arrest warrant issued against him by the International Criminal Court for war crimes. But Hungary is withdrawing from the ICC, so the government there will refer to the fact that the order in Budapest has no legal effect.
Putin should feel like he is among friends in Budapest – Hungarian Prime Minister Viktor Orbán is his ally and visited him in Moscow last year, which caused outrage within the European Union. At the same time, this event will be a great recognition for Orbán, who now has the opportunity to host both Putin and Donald Trump.
Orbán politically needs such a moment. He has been in power since 2010, but he faces elections in the spring, in which polls show he could lose.
Orbán is also a political ally of Donald Trump and met him earlier this week at a summit in Egypt’s Sharm el-Sheikh, where the ceasefire in Gaza was signed.
