Another session of the representative house of the Parliamentary Assembly of Bosnia and Herzegovina did not result in the adoption of the budget. Functional Eželjko Ricka has marked that as political irresponsibility.
“The state cannot arrange the state of its finance. We have the offer of the European Union to stop each other, and then the most expedient activities. What else is there. Continue to work, and our credit rating fall for that reason. We are not as far as it is assumed, but it is enough to pour confidence in potential investors, “Ricka pointed out.
He also reminded that the story of the acquisition of the budget is directly concerned and the increase in salaries for about 15,000 employees in state institutions.
“It is a direct stroke on the standard of each individual inhabitant. People are peaceful given what happens and how it affects,” Ricka emphasized.
It seems that it became normal for the year to date from year to year with the adoption of the budget. Ricka says the problem is not in the system but in his abuse.
“There are regulations, everything is regulated. We have inherited the budget system as it is. This is a political struggle. I hope that one day there will be an order that contributes to the braking of Bosnia and Herzegovina without the need. This is no longer a matter of competitive relationship between entities, but settle obligations to people who work their business. This is now used for political play and block certain processes, “Ricka concluded.
When asked if anyone and when he answer in the case of Viaduct, Ricka points out that he expects the reaction of the judiciary.
“I hope that our judicial system has mechanisms to initiate and conduct this process that are very serious and certainly have a documentary that should not be more than detailed checks. The High Request has not yet responded to one’s suggestion, but because there is already a background,” Ricka said.
He adds that the country is extremely important for such processes to start.
“This is not the only case, only the first went to the public. For many years, anyone who takes office – at the ministerial or second level – has the obligation to monitor the work and activities. Unfortunately, it was obviously not working,” Ricka concluded.
Pavlovic: Political disagreements brake development
At the very end of the year, Bosnia and Herzegovina faces serious problems with the adoption of the budget for the next year. Zoran Pavlović, an economic analyst, expressed a deep disappointment due to the oversbulness of the highest authorities, who are unable to harmonize the basic budget parameters.
“I must admit that I am very disappointed with the oversolicity of the highest bodies in Bosnia and Herzegovina that would not have any concept of budget at the state of the state. The rule in temporary financing of any budget is that the quarterly period from the previous year can be only used in terms of costs in this year, “says Pavlovic.
He adds that this means another problem – that no investment project or any new credit arrangement or anything is related to Bosnia and Herzegovina cannot be implemented because it is not within the new budget.
About the possibility of reaching an agreement at the end of the month, in order to avoid the loss of an additional 108 million euros, Pavlović rated in a much strange political environment in which coalic partners are mutually blackmailed and mutually demanding reasons to achieve some personal or party interests.
Given the fact that the European Union has provided a billion euros through the Berlin Process for all countries, including Bosnia and Herzegovina, the problem becomes even clearer.
“Bosnia and Herzegovina that is the worst of all those countries in the environment, almost exactly, we are worse than Albania,” Pavlović warned that Bosnia and Herzegovina did not use favorable financial conditions due to political disagreements.
Pavlovic referred to the wider picture of the economic situation in Bosnia and Herzegovina, pointing out that we do not own a clear economic strategy for the future.
“It is not clear to me that we don’t have strategies, we don’t know what we want to do tomorrow. Our ministers come to work, I don’t think they have any concept for their mandate,” he often acted in Bosnia and Herzegovina without concrete goals.
