Protest’s goal is to express dissatisfaction due to the abolition of compensation for parents-caregivers after 30 years of the child, and the invitation to amendments to the Law on Children’s Protection of the Republika Srpska.
“We can no longer allow injustice and discrimination against us and our diseased Republika Srpska for years. In the Federation of BiH, that same law is completely different,” the member of the “Voice of the silence” Boban Miljević.
We are reminded, the Banja Luka initiative was launched for amendments to the Law on Child Protection, which concerns the status of a parent caregiver.
The initiative is powered by the Association of Parents “Voice of Silence” from Banja Luka and the Association for the Assistance of MNRL Gradiška.
Given the current legal solutions that are limited by the rights of parents and the fact that the individual legal solutions discriminate against children who need 24 hours of care for the second person’s care.
In the past three years, more and more mothers of children with disabilities loses the right to compensation by a parent-care. Mothers remain without this right because children attend them school or are users of daily centers.

Social and child protection system in Republika Srpska recognizes and respects the specificity of children with disabilities and their families as the most sensitive categories and provides them with the necessary support, the Ministry of Health and Social Welfare.
The Ministry states that the statements of the right parent-care / carer, and it states that incomplete information is presented, and simultaneously some facts are neglected, which is not for the benefit of the child and social protection system, which provides various types of support for thousands of users.
Aware of the fact that it is difficult to reach the level of stooid fulfillment of all expectations, the Ministry of Health and Social Protection reminds that huge shifts have been made in recent years to improve the rights and support for families, and to achieve their rights in accordance with the law.
The Ministry states that in cooperation and the requirements of the Association and Associations with disabilities and children with disabilities, as well as in terms of non-formal groups of parents, in the continitation, and expanding their rights and finding system solutions in the interests of children.
Republika Srpska, allegations in the Ministry, among the first to introduce the right to a parent-care-caregiver, and a surgery, and then significantly increased the amount from the original 100 KM, which is the result of cooperation with the Alliances and Associations that gather people with disabilities.
During the introduction of this right, it is commonly defined as an important steps towards people with the most difficult forms of disabilities and support for all persons who are completely dependent on other people’s care and a good day that involves the right to compensation to a parent-career or career.
The Ministry point out that families in the Social and Child Protection System in Republika Srpska generate a number of rights, and that the right to compensation to the parent-career / caregiver is a specific right, which implies a special all-day care.
“This means taking medical and non-medical actions by parents 24 hours a day. Special care is provided in house conditions and is supporting the family to prevent accommodation in the Social Protection Institution.”
It is also stated that during the talks with parents and representatives of the Association, it is unequivocally specifically and for parents who nurture a child with the most difficult forms of disorders and that, as such should be achieved equally and consistently applied by professional commissions and the Public Fund for Child Protection.
“When it comes to the right to compensation to parent-care / caregiver, we emphasize that it cannot be discussed any abolition of rights or the condition of parents and children, but is exclusively on consistent law enforcement,” emphasis in the Ministry. “
The subjects of social and child protection, notes in the Ministry, pass and professional training, in order to ensure the credible application of these rights, in accordance with the International Classification of Health, Disabilities and Function (MCF), which is the Ministry of Health and Social Protection of the Republika Srpska.
With the support of UNICEF in BiH, the Ministry operates intensively on detailed preparation of the reform of the system of assessment, monitoring and disabilities with disabilities in the Republika Srpska, in accordance with the world’s best standards.
This is done to improve the assessment and referral system, and this includes the involvement of the child’s parents from the very beginning of the assessment.
The right to compensation to the parent-career arises from the child protection law, which implies up to 30 years, and children with disabilities and people with the Republic of the Republika are achieved by the largest part of the Law on Social Protection, and and after 30. years.
In this way, numerous families in Republika Srpska generate the rights from the Social and Child Protection Systems, at the same time, and the introduction of the rights to compensation to the parent-caregiver has not excluded any of these rights.
Families with children with disabilities, in addition to the benefit of the Parent, have the right to a personal disability benefit of 238 KM, the right to allowance for the assistance and care of another person of 308 KM and the entitled child allowance of 208 km.
The Ministry also reminds the right to increase child allowance, while children are studying, the reimbursement of the salary for work with half of the developments, as well as the assistance and support provided by the various associations of citizens who are financed from the RS budgets, municipalities and other sources.
At the same time, local self-government units, according to the Law on Social Protection, may also establish other rights and services for their citizens in accordance with the needs of the population.
“In a conversation with representatives of the Ministry, parents emphasized that they are in the interest of children in developing services, such as daily centers and similar, because they are most promoted by the quality of family life,” allegations in the statement.
In this regard, the Ministry of Health and Social Protection, appeals that local communities, in accordance with their competencies, are actively involved in providing support to these families, and enable the services of daily centers that parents are looking for.
