The proposal of this year’s budget of the Federation of Bosnia and Herzegovina amounts to 8.25 billion KM, and according to the representatives and delegates from the materials they received, it can be seen that there will be no fiscal reform this year either, that the increase in pensions will be minimal, that there is no veteran’s allowance in this budget.
Then, that the money planned for repairing the damage caused by raising the minimum wage to 1,000 KM without reducing contributions is insufficient.
It is not yet known when the FBiH Parliament will consider the FBiH Budget Proposal for 2025.
None of the fiscal reforms
– Tuesday, January 28, is a regular meeting, before that we would have an extraordinary one where the budget would be discussed. We received the budget proposal last night. Laws related to institutions also came and all possible deadlines were violated again, so we received a proposal in the middle of the week, and at the beginning of the next we need to discuss the budget – Admir Čavalić, president of the Club of Representatives of the Party for BiH in the House of Representatives of the FBiH Parliament, told Faktor.
He referred to the budget.
– What I have seen is that there are no fiscal reforms this year. This can be read from the income of the budget. When it comes to income, it is clear that a significantly higher payment based on PIO contributions is expected, above 600 million KM, and this is probably the result of this decision on the minimum wage. Therefore, this completes the thesis that the decision of 12.30. it was exclusively used to strengthen budget revenues. It is interesting that more than 400 million KM goes to transfers to individuals, including pensioners, people with disabilities…
Also, it is interesting that only 100 million KM is planned for crafts and micro-businesses since the announcement that contributions for 140,000 or more workers will be financed. For that, we received 100 million KM, which is insufficient if we take into account the fact that to finance the damage that occurred, to save the employees, we would need a few hundred million KM, almost half a billion. The government is ready to invest only 100 million KM through subsidies, and the question is always who will receive those subsidies, in what way – says Čavalic.
We don’t have anything special in the budget
He also touched on the pension.
– As for the pension, they can expect a regular adjustment, which means that the minimum inflation is, I think, 1.9 and that there is a minimum economic growth. Through that formula, pensioners will have a minimum regular adjustment, which is not enough, because now we have internal inflation where utility services, bread… – points out Čavalić.
Fahrudin Čolaković (SDA), a delegate in the House of Peoples of the FBiH Parliament, says that the date of the extraordinary session at which the FBiH Budget Proposal for 2025 will be presented is not yet known.
– I would not be surprised if we have both an extraordinary and a regular session on the same day. We received the budget materials last night and of course I immediately took a look. You can immediately see that there are no fiscal laws. In the budget item from taxes and contributions, an increase of 670 million KM is expected.
There is no money even for veterans’ allowance, which disappointed us who come from that area, who should fight for these people. We will try to amend it. We will see if they will allow it, because it is an urgent procedure. However, we will not remain silent when it comes to this budget. We can see that the increases are from 7.7 to 8.2 billion. We don’t have anything special in the budget, nothing spectacular, mostly the budget itself is not development, it is partly social – Čolaković told us.

26 million KM to support civilian victims of the war
It is stated that 50 million KM goes to flooded areas, 70 million KM to the Solidarity Fund, 337 million KM to increase pensions, 183 million KM to agriculture, 200 million to cantons, 50 million to municipalities and cities, 45 million to clinical centers. Then, 33 million KM for increasing the child allowance, 36 million for sports infrastructure. Then, 15 million KM for culture, 9.8 million KM for the increase of disability benefits, 26 million KM for the support of civilian victims of the war, 45 million KM for the continuation of assistance for the displaced and returnees.
The budget provides 100 million KM for tradesmen, 10 million KM for increasing compensation for parents and carers, and 150 million KM for the construction of expressways, highways, and highways.
