In Tuzla Canton last year, the number of criminal offenses committed by minors increased by 70 percent. Lack of professional staff and accommodation capacities, mainly characterized by the situation in this area.
During 2024. 85 criminal offenses committed by juveniles were recorded, the Government of the Tuzla Canton was stated. The person in the field of Tuzla, Gradacc, Živinica and Banović was recorded.
The crimes that are most often repeated include the possession and enabling the enjoyment of narcotics, theft, lake and severe bodily injury, violent behavior and domestic violence. Although preventative workshops are carried out when it comes to juvenile delinquency, key problems remain. Centers for social work throughout the country are facing the lack of staff, and the world trend of employment of social workers in schools in our country is still unattainable, even statistics are not surprising.
“In this way, this topic would significantly improve, because they are social professionals dealing with juvenile delinquency, so that social workers are part of a multidisciplinary team, not the opportunity to be employed by Nedim Osmanović, Mental Health Center.
When asked how many unemployed social workers, Osmanović adds that there is not much as before.
“Because a large number of them went to Germany where they were greeted very happy and where they work in the education system, preschool education,” Osmanović said.
Minors in conflict with laws often address the educational centers, but it does not fully function in the state.
In the Federation of the Federation of BiH, there are still only two educational center, the center in Sarajevo and Tuzla, although legally all cantons should have.
Last year, the Tuzla Education Center worked with 48 minors with dedicating the primary attention to the prevention.
“We know very often, and that children are not familiar with the criminal responsibility for 14 years, what are their obligations, what the obligations of the children said, said Dejan Brkić, Pedagog-Psychologist in the OPC.
“All preventive mechanisms are developing in accordance with those possibilities that their family, community, the environment, are provided. There is also a quality prevention system,” Emir Huskic, a senior expert associate for execution of educational measures.
There is a multidisciplinary team of experts in the educational center, but it is not enough for the whole canton and all schools. On the other hand, what about the other cantons who do not have this center at all. While the state leaves experts indeed, the ombudsman warns of increasingly breach of children’s rights and that there is almost no postpenal protection, ie supervision with the aim of lighter integration after the sanctions.
