Mobbing in the workplace in the civil service of the Federation of Bosnia and Herzegovina is on the rise, the data of the Civil Service Agency of the FBiH are contained in the new report on the incidence of discrimination in Bosnia and Herzegovina for 2024.
The target groups of mobbing are young employees and civil servants who are at the end of their working career.
“The FBiH Civil Service Agency states that insufficient attention is paid to mobbing in the workplace, which occurs every day in civil service bodies. Regarding the frequent occurrence of mobbing, there are no concrete measures to stop and prevent mobbing, nor is there effective legal protection for officials and employees exposed to mobbing,” is part of the report on discrimination in BiH prepared by the Ministry of Human Rights rights and refugees of Bosnia and Herzegovina.
Discrimination was also reported in employment where candidates cited discrimination on the basis of religion, gender and on the basis of (non)affiliation to a political party.
There was a large number of anonymous reports to the Civil Service Agency (CSA) of the FBiH, whereby candidates and civil servants show, as stated, distrust in fair legal processes, and in such a way they try to express their dissatisfaction, without jeopardizing the existing job or the opportunity for a new job.
“It has been recorded that a large number of employees are looking for a solution by going to another institution or taking early retirement,” warned ADS.
They estimated that the number of cases of discrimination will increase on all grounds in FBiH because there is no effective protection of whistleblowers of discrimination, as well as due to insufficient training of officials and officials.
Samir Kurtović, president of the Federation of Independent Trade Unions of Bosnia and Herzegovina and president of the Independent Trade Union of Civil Servants and Employees in FBiH, told us that they had no complaints about mobbing.
“There were hints, but we did not receive anything official that they could provide protection. We are available on that basis,” he added.
He noted that the practice is to talk to the employer first, and if the problem is not resolved, court proceedings are initiated, he reports Zenith.
