At the last session, the Management Board of the Indirect Taxation Administration (ITA) of BiH did not adopt changes to the Rulebook on Internal Organization, which blocked the deployment of customs officers and the opening of the new Bosanska Gradiška border crossing.
The Chairman of the Board of the ITA, Srđan Amdižić, accused the FBiH of blocking, while the member of the Board from the ranks of experts, Zijad Krnjić, claims that it is an attempt to work outside the prescribed rules and at the same time warns of the enormous debt of the RS in the distribution of income.
Zijad Krnjić, a member of the Management Board of the ITA appointed by the FBiH Government, explained in the program “Investigation of the Week” by Avda Avdić on Hayat television, the reasons why he did not support the amendments to the Rulebook.
Legal entity
– On Monday, we received an invitation to a meeting with the intention of opening the border crossing in Gradiška. It cannot be done that way in the Board of Directors, in violation of the prescribed rules – said Krnjić.
Krnjić also criticized the work of the Administrative Board of the ITA, stating that only three sessions were held out of 12 that had to be held, all because of the chairman of the Administrative Board.
– The last session was at the beginning of the eighth month. We also have material for 12 sessions. The Board of Directors is a legal entity and is a kind of management control. In important matters, one has to go through it. They want the Management Board to hold a ceremony – said Krnjić, emphasizing that the Management Board, as the control body of the Management Board, has not met since eight months.
– In order to make a decision, there must be a consensus except for excise duties and some other issues. We have the right of veto on other issues – added Krnjić, reminding that the state has not appointed experts to this Committee for seven or eight years.
Debt to FBiH
Krnjić recalled the long-standing problems in withdrawing money from the ITA, where Republika Srpska uses the opportunity and withdraws more money than it is entitled to. He pointed out that this debt arises because of coefficients that are not updated in a timely manner, which has not been done since September 2023.
– Since the existence of the ITA, the second quarter is the best for the RS and funds are distributed based on that quarter – explained Krnjić. The calculation of withdrawn funds is done semi-annually, but that calculation was not adopted either.
– With the current half-year, the RS withdrew 99.3 million more than it is entitled to. And that should be returned in the next ten days – emphasized Krnjić. He estimates that this debt will grow to 120 million KM by the end of the year.
– Therefore, about 120 million KM will be owed by the RS to the FBiH. They will pay these December pensions from FBiH money – concluded Krnjić, warning of the seriousness of financial imbalances, writes Avaz.
