The Health Insurance Institute of the Zenica-Doboj Canton made a decision to introduce significant simplifications in the procedure for certifying health records, as a response to the initiatives and demands of the insured. The aim of the new measures is to simplify administrative procedures, improve the availability of health services and increase the level of protection of the rights of insured persons.
Until now, certification of passbooks had to be done every month, which created crowds and additional burdens for citizens. With the new decision, the Institute introduces extension of regular certification from one to three months for all insured persons. This, as stated by the Institute, enables simpler and safer access to health care, while reducing administrative procedures and waiting times.
An additional benefit was introduced for sensitive categories of the population – the possibility of certifying the health card for a period of one year. This refers to pensioners, oncology patients and newbornswho need continuous medical care.
The Institute points out that these measures are in accordance with Art. Paragraph 87 (2) of the FBiH Health Insurance Law, according to which, in case of non-payment of contributions, the use of health care is suspended, except in emergency situations. The obligation of employers to properly pay contributions remains unchanged.
In parallel with the newspaper, the Institute continues to work on the project introduction of electronic health bookletswhich would completely remove the need for physical authentication and further speed up the process of using health services.
Legal exceptions remain in force, including the right to emergency medical assistance, protection of insured children, insured persons whose employers have a debt settlement agreement with the FBiH Tax Administration, and cases of work injuries and occupational diseases.
The institute emphasizes that it remains committed to the protection of every insured person and announces that in the coming period it will work on additional improvements for the sake of an even more accessible and efficient health system.
