The Government of the Federation of Bosnia and Herzegovina has approved financial aid for cities and municipalities for the repair of damage caused by floods to the General Secretariat in the amount of 50,000,000 KM, for the purpose of repairing damage caused in November 2024 for six cities / municipalities.
The distribution of funds was carried out on the basis of the decision on determining the criteria for the distribution of funds determined by the FBiH budget for 2025 from 17.7.2025. year, which was made on the basis of the proposal of the Interdepartmental Working Group for determining the criteria for the distribution of funds appointed by the FBiH Government.
– The general criteria define the right to participate for local self-government units (cities/municipalities) in areas where damage occurred as a result of natural disasters caused by floods and landslides from October 2024, in accordance with the published preliminary damage assessment by the Commission for the Assessment of Damages from Natural and Other Disasters. The interdepartmental group determined special criteria that were not clearly defined and measurable – it is indicated in the report on the financial audit of the Government of the Federation (General Secretariat) for the year 2025.
Federal auditors state that the criteria includes households affected by floods, but without determining the scoring according to the level of impact, whether they are destroyed, damaged or only limited access to the households.
There is also a damaged number of residential, business and other facilities where scoring has not been established based on the number of residents or employees of the users of those facilities.

In addition, unique ways of expressing units of measure for damaged surfaces were not defined, which is why the data submitted by cities and municipalities were incomparable, which resulted in non-objective evaluation of criteria and non-transparent distribution of funds.
