Also, the Law on Administration is the Minister responses for the work of the Ministry, and in the sense, the competencies of the Ministry are essentially the competence of the Minister.
The Defense Reform Commission is on Articles 15 and 16 of the BiH Defense Law stated the following:
” These members define the organizational, administrative and command competencies of the Minister of Defense of Bosnia and Herzegovina. ”

Any interpretation stating that all decisions must go first from the Presidency of BiH, and only then through the Minister of Defense to the Chief of ZŠ, I would, do not have legal foundation. With such logic, for each approval of the entry of the barracks (face on maintenance, delivery of goods, garbage disposal, reading water consumption), the approval of the Presidency of BiH was needed. Such something does not exist in any army in the world.
I am very aware of and respect that the Presidency of BiH is the Supreme Commander of the Armed Forces of BiH. In accordance with the authorizations under the Law on Defense, I have in the capacity of BiH defense minister I have issued an order that must be implemented.
I warn all those who are obliged to act in this order that possibly non-compliance will cause criminal responsibility.
My goal is not to ban the celebration of the day of the third infantry mere armed forces of BiH, but only the presence of persons for which there is a court of BiH’s warrant.
In order to give the marking of this event peacefully and dignified this morning, I have signed approval for a military helicopter in which the Minister of Defense will be, and who comes to attend this event.
