It was 2017. years when one of the key state themes was an increase in fuel excise duties. This justified the need for the construction of highways and roads and announced the investment momentum to bring us IKEA and other brands. Today, when time ate promises money from excises are sparkling in the budgets and purchases social peace.
In Bosnia and Herzegovina, in addition to fuel excise duties, there are tolls, as a form of indirect taxes, with the amount of excise tax depends on the type of fuel. Toll, as a type of indirect tax, is paid to the following petroleum products:
Chainsome gasoline, including unleaded, independent of octane value and commercial name
Diesel fuel and other gas oils
Biofuels and biotics
In the amount of 0.15 KM per liter of road products and 0.25 KM for the construction of highways, of which 0.20 KM refers to the construction of highways, and 0.05 KM on the construction and reconstruction of other roads. This money in the indirect taxation pays to a special account in the Central Bank (entities of the RS, that RS never did so, while the FBiH opened), and the distribution should be established by the Entities and the Brcko District by agreed coefficients.
A year in BiH, more than 1.5 billion liters of fuel and even money is wasted from excise duties are not very negligible.
However, the problem has never reached an agreement between the entities at the political level, because the Entity of the Federation of BiH considers that it deserves a higher amount due to higher consumption, with the entity of the Republika Srpska. Thus, in the Central Bank, reserves in the amount of over 300 million KM from Excise Fuel Excise Excise. And that money should be transferred by entities with entities with the entities, and the entities to public companies for the reconstruction of highways and roads.
Before increasing the fuel excise duties, by 2017. More than seven billion KM was collected. From then until today, all directed to the construction of highways and roads credit indebtedness should not even have fund the construction of the highway. The essential problem is in the distribution of that money, because despite the promises, money is used to fill in budget holes and to buy social peace.
The latest example launched by the intervention of Christiana Schmidt’s High Representative. Namely, as in the Special Account of the Central Bank, there were more than 300 million KM, money that was intended for highways and roads, it was redirected for other purposes. First, Schmidt took part of the political agreement (120 million KM), who should have displaced RS for roads and highways to pay for the debt for ViaDuct, after BiH lost the arbitrator dispute. So the old political error now cost RS citizens very much.
And that the FBiH entity would not be the damaged Schmidt ordered that the same bill in the central bank transferred the corresponding money and FBiH. And since FBiH will not redirect that money for any debts, the part will be used to assign one-time assistance to pensioners through the budget. So, the money that is intended to be spent on roads and highways, is now aimed at RS and “drowned” overnight in the FBiH budget, writes Clix.
