Forest farms in the Federation of Bosnia and Herzegovina recorded millions of losses from the year, illegitimate noise, insufficient renewal, the lack of law at the level of the Federation of BiH are all problems that lead to bad results.
In the last year, the auditors found millions of forests in the Sarajevo Canton, Zenica-Doboj Canton and Tuzla Canton and it is only the beginning, because reports and analyzes for other cantons have not yet sitiginous.
Federation ripped out
– The Federation is rotten when it comes to forests, autonomies of them have cantons – says the factor of Kemal Hrnjić, the Minister of Economy, Water Management and Forestry in the Government of the Federation of BiH.
The problem seems to be the problem with the adoption of the Law on Forests primarily in political disagreements between the cantonal and federal authorities.
BiH Federation, as a complex administrative unit, faces a constant conflict of jurisdiction between different levels of government.
While the cantons want greater powers in forest management, the Federation advocates a centralized approach, which would ensure a unique framework for the management of forest resources at the level of the entire entity territory.
Cantons, such as Hercegova-Neretva and Central Bosnia, advocate the decentralization of governance, claiming to this enable them better management of local resources and direct rooting revenues from forestry activities in cantonal budgets.
On the other hand, the federal authorities emphasize the importance of coordinated and controlled management to avoid local interests that often lead inadequate forest protection.
Legal proposal “pending” since January
Minister Hrnjić for Factor He points out that the Forest Law has been ready since January this year, and that the Ministry of Justice of the FBiH and the FBiH Ministry of Finance are still awaited.
– The situation is heavy, a lot of forests cut down, and it is very little renewed, there will be nothing for generations that come if it continues. The cantons were given too many autonomy, and BiH Federation is on the other hand, when it comes to forests, razbled – says Hrnjić.
He points out that the basic problem is that there is no forest renovation plan, and the law at the level of the Federation would solve that problem.
