The right to an old-age pension in the Federation of BiH is granted to the insured when he reaches the age of 65 and has at least 15 years of insurance experience.
That is, when he reaches 65 years of age and at least 20 years of pensionable service or when he reaches 40 years of insurance service, regardless of age.
Recently, the Federal Ministry of Labor and Social Policy has stated that those with 40 years of service and those with 15 years of service cannot have the same pension as reasons for rigorous changes to Article 81 of the Act on Pension and Disability Insurance.
Therefore, they prepared changes in the sense that, for example, someone who has 15 years of service and 65 years of life, upon the entry into force of this law (January 1, 2026), will have approximately, according to current calculations, a 390 KM pension, and someone who leaves this year with the same conditions, will have some 600 KM or more precisely 599.28 KM.
The proposed changes state that for 15 years of pensionable service and more, and less than 20 years, the pension cannot be lower than 60 percent of the average pension in the FBiH from December of the previous year. This means, given that the average pension now amounts to 651.49 KM, that 60 percent of that amount is 390 KM. Therefore, the pension for this category would amount to 390 KM from January 1, 2026, because the average pension will not change significantly. According to the current law, those who retire under these conditions will have a pension of 599 KM.
We asked the Federal Institute for Pension and Disability Insurance to clarify whether people with 40 years of service have the same pension as those with 15 years of service.
– Someone who has 40 years of insurance experience, of course if all the experience is with us and if he lives here, has the right to a guaranteed pension, if the calculation determines a smaller amount than that. But can someone with 40 years of pension experience (insurance experience plus special experience) have a minimum pension – they told us at the FBiH PIO Institute.
Now the guaranteed pension is 715.21 KM, while the lowest pension is 599 KM.
For the sake of comparison, the basic salary of ministers in the Government of the Federation of Bosnia and Herzegovina is 4,320 KM. Therefore, it is a salary without a hot meal and other benefits, it says Factor.
