Despite all worse economic situations, institutions in Bosnia and Herzegovina do not give up the tradition of buying luxury cars.
The recorder is the Council of Ministers of Bosnia and Herzegovina, which has only spent 2.7 million KM in the purchase of vehicles in the past month, writes RTVBN.
The new official limousines procured the Parliamentary Assembly of Bosnia and Herzegovina and the Presidency of Bosnia and Herzegovina, but also the National Assembly of the RS.
In the past month, the Ministry of Ministers of BiH spent 2.7 million KM on the purchase of 44 limousines for the needs of its officials.
Parliament BiH spent more than 400,000 KM on the purchase of four new vehicles.
The needs of the Presidency are somewhat “more modest”, so approximately 200,000 KM is allocated for the purchase of two cars.
The same amount for the purchase of two cars intended for the RS National Assembly.
Although the procurement of new official vehicles is not necessarily poor and they represent a form of formal authority, the purchase of expensive limousines is unnecessary waste of money, considered a communicologist Mladen Bubonjić.
The procurement of official vehicles is not disputed only due to their questionable justification but also due to legal solutions that enabled institutions to furniture tenders, an allegation of RTVBN.
– Public organs, especially if in collusion with some of the bidders, can very easily favor a certain preferred bidder and adjust the technical specifications so that only one meets them. This is a common case with official vehicles so that the specifications are shining in such a way that the dimensions of vehicles are procured in a millimeter precisely or to search for certain luxury equipment that not all cars.
We had the opportunity to testify to seek official cars that have a special ambient lighting, good sound system, although it is official cars – said Danje Ožegović from Transparency International BiH.
It is about setting up the tender, the Ožegović added, and data on the short-term delivery of vehicles that can only be found by the providers that requested vehicles already have in condition, in the same color, as stated in the tender.
These issues warn often from the Office for the Audit of the Institutions of Bosnia and Herzegovina.
