Although the Ministry of Environment and Tourism in the Government of the Federation of Bosnia and Herzegovina announces that the Waste Management Plan for the period 2025-2030. should have been finished by the end of February next year, it is unlikely that it will come true.
Namely, as they claim from the Ministry, preparations are underway, five public hearings are planned, at five locations in the Federation of BiH, so, according to the announcement, it is unlikely that the Federation will meet this plan at the beginning of next year.
It seems that the Government is in no hurry, although the situation is alarming when it comes to waste disposal in the Federation of BiH. There are more and more wild landfills that are “sprouting like mushrooms”, especially in Herzegovina, and the implementation of the plan is slow.
The most problems in Herzegovina
Mostar has the most problems with waste disposal, the Uborak landfill was closed by the Directorate for Inspection Affairs of the Federation of Bosnia and Herzegovina, and the Civil Protection of the city of Mostar then opened it, which is why the inspection filed a criminal complaint with the Prosecutor’s Office of Herzegovina-Neretva Canton.
Other cities and municipalities in the Federation of BiH also have a problem with illegal landfills. It is not better in Sarajevo either, considering that the landfill in Smiljevići has a problem with the area and often residents of Buča Potok, Boljakovo Potok, and Rajlovac complain of an unbearable stench, so in recent years they have protested and blocked the landfill.
Haris Šabanović (SDA), a representative in the Parliament of the Federation of BiH, tells Faktor that he asked the question when the Waste Management Plan in FBiH will be ready and that he received an answer from the relevant ministry, but that he is not sure that it will take place as they wrote.
– We in Mostar are waiting to see that plan because Herzegovina has the most illegal landfills. You see what is happening around Stolac, then the problem with the Uborak landfill. The waste management plan would finally bring something positive because then we would know how and what is planned – says Šabanović.
The Ministry announces the Plan at the beginning of the next year
The Federal Ministry of Environment and Tourism says that, with the support of UNDP, they have initiated the preparation of the Federal Waste Management Plan (FPUO) for the period 2025-2030. year, and the deadline for the completion of all planned project activities is February 21, 2026.
– The Federal Ministry of Environment and Tourism, in the course of its activities so far, created a project task for the development of the Federal Waste Management Plan (WMP), a consultant was selected for the development of the WMP, and as part of the preparation of the part of the document related to the disastrous situation, the first round of consultative working meetings was held with representatives of cantons, mayors and chiefs, and directors of utility companies, where problems and challenges in the waste management sector were discussed.
The information obtained during these meetings served the consultant to prepare a comprehensive picture of the situation in the sector, which is presented in the book “Disastrous State”, in which the most significant challenges in the management of all categories of waste were identified – it is stated in the answer to the parliamentary question of Haris Šabanović.
The Ministry pointed out that a draft of the Federal Waste Management Plan has been prepared, and that the draft has been submitted to all competent cantonal ministries for their opinions.
