The Government of the Federation of Bosnia and Herzegovina has not yet determined and submitted to the parliamentary procedure the proposal of the Law on Amendments to the Law on Pension and Disability Insurance prepared by the Federal Ministry of Labor and Social Policy.

That is why it is uncertain whether the amendments to the law will be adopted by the end of the year, as previously promised, and the application of the law will begin on January 1, 2026. Adnan Delić, the federal minister of labor and social policy, previously told our newspaper that it is no longer up to the Ministry, but the Government Collegium, which needs to agree on when to include this proposal of the law in the agenda of the session.
Amendments to the Law are eagerly awaited by pensioners in the Federation, as well as an increase in pensions, since the amendments to the Law on PIO envisage a new model of pension adjustment – a 60 percent increase in the average personal income in FBiH and a 40 percent cost of living. The parameter that is more favorable for pensioners will be taken into account and it will be 60:40.
Also, with this proposal, two regular adjustments of pensions are planned, on January 1 and July 1, and the introduction of several levels of the lowest pension is foreseen, depending on the length of service.
Instead of the previous extraordinary adjustment of pensions, which is a discretionary right of the Government, therefore, a possibility, but not an obligation, the proposed amendments to the Law foresee that pensions are adjusted twice a year.
The Association of Federation of Pensioners/Pensioners of FBiH has sent urgent requests to the Government of FBiH and the line ministry so that this issue can be put on the agenda of the Government session as soon as possible. Mustafa Trakić, a member of the Board of Directors of the Association of Pensioners/Pensioners in FBiH, tells Oslobođenje that he has no information that the Association has received a response from the Government.
– The Ministry made a proposal to amend the law a long time ago, to which the FBiH Ministry of Finance gave its opinion as well as the Federal Institute of PIO/MIO. However, the Government has not yet done anything, and in our opinion it turns out to be a colorful lie. You know, like when you put a child together and tell him I’ll buy you this and that. There is only one thing left for us, which they (Government, op. a) are most afraid of, and we are afraid of it now, Trakić points out.

Our interlocutor asks – who could now organize peaceful and massive protests?
– Who is the one who will organize it when the pensioners were one hundred percent convinced that the January pensions will go twelve percent? Who can guarantee peaceful protests? I recently said that we live according to that famous saying of Tito: we live and work as if there will be peace forever, and we prepare as if there will be war tomorrow. We hope that the promises of the federal government will be fulfilled, and we are also preparing for the only thing left to us legally, which is protests, said Trakić, writes Liberation.
