The commission for deciding on conflicts of interest in the institutions of Bosnia and Herzegovina, constituted in November last year, that is, almost a year ago, has not yet decided on concrete cases of conflicts of interest of officials, and there are such cases, both since the last commission and new applications.
The last session of this commission was held on Monday, and its chairman Dženan Šečerbajtarević announced a new one for the beginning of November when, as he says, there will finally be concrete items on the agenda.
– It will be what our service ended, where the checks were completed – added Šečerbajtarević.
From the previous Commission for deciding on conflict of interest, which consisted of BH. parliamentarians, they were left with cases such as determining the conflict of interest of the Minister for Human Rights and Refugees of Bosnia and Herzegovina Sevlid Hurtić and the general director of BH Telecom Amel Kovačević.
However, they also inherited cases that are out of date, such as that of Munib Jusufović, against whom proceedings were initiated when he was a delegate in the Parliamentary Assembly of Bosnia and Herzegovina, but he is no longer a delegate in 2022.
According to the earlier report of the new Commission for November and December 2024, the earlier convocation initiated eight procedures that were not completed, and three applications were received.
We asked Šečerbajtarević how the past year was.
– In the first phase, we lost time in passing bylaws. We expect the Council of Ministers of Bosnia and Herzegovina to approve them – said Šečerbajtarević.
He said that there was a long wait for the production of the seal, and that according to the public procurement procedure, several months had passed.
– We acted where we could in that situation, we gave opinions based on the inquiries of the holders of various positions whether there was a conflict of interest. We took care that none of the items entered the statute of limitations – added Šečerbajtarević.
He pointed out that they want to solve all the backlogs in the next few sessions, and that approval should be given to the by-laws that should be in accordance with the new Law on the Prevention of Conflict of Interest in the Institutions of BiH, on the basis of which the new commission was formed, writes Factor.
