In the Federation of BiH, there will be a unique system of employees of unemployed and employed mothers, in order to equalize current solutions to cantons, which is treated by the Westminster Foundation for Democracy (WFD) with the Support of the United Kingdom.
The current height of the fee ranges from 400 to 1300 marks, but which can be heard in this initiative, it could significantly strengthen the maternal support system, through two parts – one that is related to the employment relationship and another entering the Social Security system.
Proposals expressed
MPs and experts gathered around the initiative in the FBiH opinions are to give employees of the Rhildje to be compensation in the amount of at least 66 percent of the previous salary, and in the same time they also invoke the Maternity Protection Convention no. 183 and the associated recommendation of the International Labor Organization. They also emphasize how the amount of compensation must not be lower than the minimum wage in the Federation of BiH (it is currently 1000 marks), while only the right part of the employment relationship and social security would be realized through the cantons.
On the other hand, when it comes to unemployed maternities, the proposal is that they receive a single compensation in the amount of the minimum salary in the FBiH, and the payment was made from the federal level.
“Thus would reduce large differences between counties and ensure equal rights to all women, regardless of the mothers of their mother’s rights, while unemployed benefits would receive support through social protection. In addition to cantons, demographic support measures are realized at local levels, and the campaign “for each new heart” has published the first unique database from BiH to the Federation of 77 Municipalities, while six local communities (7.8 percent) do not allocate the support for maternity and children.
A detailed overview of the available information confirms the existence of inequality in the field of fees and support for municipalities and children in the municipalities and cities of the FBiH. Differences are most often reflected in smaller amounts for employees in relation to the unemployed maternel, which is in eleven local communities. In five local communities, support for families with three and more children is allocated, but not for those with one or two children. From the WFD, they also explained that at the level of all local communities are varying: from completely non-existent (six municipalities) to a maximum amount of 10,000 KM support (Mostar – the next child; a window-frame – for the tenth child). Most benefits are one-off, while only five local communities envisions multi-month fees (Grude, Konjic, Neum, Bugojno, Novi Grad).
The situation in the RS
When it comes to the RS Bosnian Entity, the issue of fees is centralized at the entity level, but still part of cities and municipalities have their own models to support mothers, ie families with children. The analysis of the allocation for the maternel and children and the newborn in 64 local communities in the RS shows that only two municipalities (Gacko and East Ilidža) have budget allocations and for the maternity and newborns.
Sixteen municipalities / cities did not anticipate any fee for the maternity, while only ten municipalities have a fee for newborns (eight of which there is no maternity compensation). As many as five municipalities and one city do not have any one-time or multi-month fees for maternity, children and newborns, writes Radio Sarajevo.
