The BiH Human Rights Ombudsmen, during the last year, addressed eight recommendations related to the improvement of the accommodation capacities of penitentiary institution.
It is a construction and rehabilitation of facilities in Bihać and Zenica, to accelerate criminal proceedings and additional caution during hospitalization of detainees and prisoners.
By the way, during 2024. 107 complaints were received, which is an increase in 21 appeals in relation to the year earlier.
Complaints related to health care, conditional release, criminal proceedings in front of courts, improvement in prisons and other conditions in which convicted persons reside, as well as the requirements of convicted persons for transfer to other neighboring prison.
When it comes to accommodation facilities in an out-of-official position regarding the construction of a new building and pavilion in the Punatic Office of Zenica, the building and pavilion was outdated and inadequate for the stay of convicts and that there is no possibility for reconstruction or adaptation.

Only afterwards, an estimate on how much funds needed is to be provided in the budget for the realization of planned activities. In 2024. year, the case was opened ex officio and in connection with the end of the facility in the Bihać Penitentiary.
During the research procedure, this institution was visited and clearly observed that a new building was built in the circuit of the institution, with a capacity for 28 convicted persons (double rooms with separate bathroom).
After summarizing all the facts, the recommendation of the FBiH government has to continue all the necessary activities and ensure budget funds in order to complete the newly built facility in the Bihac’s criminal institution.
The FBiH Prime Minister’s Office is made that budget funds for the implementation of this project are planned for 2025. year, and further realization of the recommendation will be monitored.
In the report for 2023. The year was stated that in terms of accommodation capacities, problems exist in the Tuzla Penitentiary, which requires further analysis, but also increased the treatment of the Federal Ministry of Justice as the competent authority.
During 2024. The BiH Ombudsmen, the Government of the Federation of BiH, sent the recommendation to enforce the necessary expansion and the necessary adaptation of the Tuzla’s criminal and hygienic terms, as well as to allocate budget funds needed to employ additional staff (Authorized Official Persons).
