According to sources familiar with the process, the plan envisages that the Peace Committee, chaired by US President Donald Trump, would oversee the implementation of the agreement. The document implies an immediate cessation of hostilities, the return of deported Ukrainian children, the exchange of prisoners, and security guarantees for Ukraine.
As part of the plan, Kyiv would also receive financial support for the reconstruction of the country and an accelerated path to membership in the European Union. Sanctions against Russia would be gradually lifted, but about 300 billion dollars of frozen Russian reserves would be returned only after Moscow agrees to contribute to the post-war reconstruction of Ukraine. If Russia were to violate the agreement again and launch aggression, the sanctions would be automatically reinstated.
Negotiations between Moscow and Kiev on the status of the occupied territories are also planned, although Europe and Ukraine would maintain their stance that they would not recognize any territory as Russian.
Russia has so far rejected proposals to end fighting on the current front lines, despite the huge human toll during nearly four years of war. Sources state that the details of the plan are still being finalized and may be changed, while it is expected that European officials may soon travel to Washington for consultations with the US administration.
