These days, two years have passed since the appointment of the Government of Zenica-Doboj Canton, headed by Prime Minister Nezir Pivić.
During this period, the Minister of Education, Science, Culture and Sports, Mirza Mushija, had a particularly notable mandate.
– Knowledge is the engine of every society and we must become a society of knowledge. This is our imperative and the goal by which we are guided in the work of the Ministry. In the past two years, we managed to achieve significant results and improve the field of education, science, culture and sports in the Zenica-Doboj Canton. We provided free textbooks for all elementary school children, intensified investments in educational and sports infrastructure, and through new collective agreements increased the salaries of employees in education, in some cases by more than 50 percent.
More than five million KM was provided for sports this year, which is almost three times more than last year. After 28 years, stable funding was established for 16 cultural institutions and the salaries of cultural employees were increased by 37 percent. All these activities are the result of a significant increase in the budget for education, culture and sports, which was increased by 70 million KM, to a record 297 million KM – Minister Mushija pointed out.
The Minister adds that the work of the Ministry was aimed at improving the working conditions of employees in education, science, culture and sports, with a special focus on correcting previous injustices based on income.
– From the beginning of the mandate, we resolutely tackled this challenge and today, at the end of 2025, we have a much more favorable situation in this sense – said Mushija.
He emphasizes that it will not stop there and that in the coming period the Ministry will continue to find funds to further increase the income of employees, as well as for capital projects for the construction and reconstruction of facilities important for the development of education, science, culture and sports in ZDK.
– For the first time, we significantly supported the film industry, financing projects of special importance for the culture and preservation of the traditions of our people. We supported the production of Tarik Hodžić’s Bosnian Knight, Mirza Begović’s Testament – the most watched movie in the recent history of Bosnia and Herzegovina. cinematography – and Avda Huseinović’s documentary film Bratunac 1992 – Genocidal intent, as well as the play Hasanaginica, realized on the occasion of the 250th anniversary of the ballad of the same name, in cooperation with the Ministry of Culture, Sports and Youth of the Tuzla Canton – said Mušija.
The main key results of the Ministry in the past two years:
- Increased allocations for financing 16 cultural institutions – from 4.76 to 6.43 million KM – and increased salaries for employees in these institutions.
- KM 2.37 million was allocated for student scholarships.
- 3.18 million KM was allocated for subsidizing accommodation and food for students in five student centers in the Federation of Bosnia and Herzegovina.
- More than 100,000 KM have been allocated for the financing of scientific research activities.
- More than 200 thousand KM was spent on health insurance for pupils and students who are not insured on other grounds.
- Allocations for the purchase of textbooks for elementary school students increased from 780 thousand to 2.9 million KM; in the previous two years, almost 7 million KM were spent.
- Allocations for compulsory preschool education increased from 620 to 850 thousand KM; 1.53 million KM was spent in two years.
- KM 280,000 was used to finance students’ participation in competitions and awards to teachers.
- Allocations for sports increased from 1.6 million to 5.15 million KM; a total of 7.45 million KM was spent.
- Allocations for cultural events and publishing projects increased from 100 to 320 thousand KM; a total of 418 thousand KM was spent.
- KM 100,000 was spent for the protection of cultural and historical monuments, archaeological research and affirmation of cultural heritage.
- 200,000 KM was spent on co-financing youth projects.
- 239 thousand KM was spent on the activities of religious communities and the rehabilitation of religious buildings.
- For the construction, reconstruction and rehabilitation of educational, sports and cultural facilities in the area of ZDK, in cooperation with municipalities and cities, 4.16 million KM was spent.
- KM 1.27 million has been set aside for renovation projects of religious buildings and buildings that have the status of national monuments.
- Capital transfers abroad increased from 150 thousand to 700 thousand KM. Energy efficiency projects and the use of renewable energy sources in schools were implemented, with a total value of 2.4 million KM.
- Procurement of equipment in public educational institutions increased by more than 250%; 410.3 thousand KM were spent on 23 school facilities.
- 3.7 million KM was spent on reconstruction and investment maintenance of 70 school buildings.
- For the first time, systematic examinations will be carried out for employees of the Ministry.
- You passed amendments to the Law on Higher Education.
- Signed collective agreements for primary, secondary and higher education, as well as their amendments.
- Adopt pedagogical standards for primary and secondary schools.
- Rules on pedagogical and professional supervision in primary and secondary schools have been adopted.
- Adopted a framework program for taking care of possible technological surplus of workers in primary and secondary schools.
- Adopt curricula and programs for elementary schools and high schools.
- Adopted criteria for scoring candidates for employment in primary and secondary schools and student dormitories.
- Rulebook on monitoring, evaluation, promotion and acquisition of professional titles of teachers, professional associates and associates in primary and secondary schools was adopted.
