Russia, which had earlier presented its own draft resolution, abstained, as did China, while the vote was 13–0. The United States and other countries had hoped that Moscow would not use its veto power in the United Nations’ most powerful body to block the adoption of the resolution.
The vote was a key next step for the fragile truce and efforts to define Gaza’s future after two years of war between Israel and Hamas.
Arab and other Muslim countries that have expressed interest in sending troops to the international force have stressed that they need the approval of the Security Council to participate.
The US resolution supports President Donald Trump’s 20-point truce plan, which calls for the establishment of an as-yet-unformed “Committee for Peace” as an interim administration headed by Trump. The resolution also authorizes a stabilization mission and gives it a broad mandate, including border surveillance, ensuring security and demilitarizing the territory. The authorizations for the board and international forces last until the end of 2027.
US Ambassador Mike Waltz called the resolution “historic and constructive”, stressing that it opens a new direction for the Middle East.
“Today’s resolution represents another significant step towards a stable Gaza that will be able to move forward, and towards an environment that will allow Israel to live in security,” he said. He also pointed out that the resolution is “just the beginning”.
Details of the American plan
The US resolution mandates that stabilization forces:
- monitor the demilitarization process of Gaza, including the permanent surrender of weapons by non-state armed groups
- if necessary, they use “all necessary measures”, which in UN terminology includes the use of military force
- they secure the border zones together with trained Palestinian police
- coordinate the delivery of humanitarian aid
- they work closely with Egypt and Israel
As international forces take control and establish stability, the Israeli military will withdraw from Gaza according to pre-agreed phases, standards and deadlines to be confirmed by the stabilization forces, Israel, the US and the truce guarantors.
