Due to the pronounced problem of stray dogs in the area of Canton, and the impaired security and health aspect of society, due to frequent attacks by stray dogs and especially due to the protection of vulnerable groups of society, such as children, the elderly and disabled, we would like to appeal to all interested parties in society to respect all legal norms.
We warn that the removal of stray animals and dogs is a communal activity in accordance with the provisions of the Law on Communal Activities (“Official Gazette of the Zenica-Doboj Canton”, number: 17/08) and that municipalities/cities are obliged to provide the same, which in particular includes the permanent and safe removal of stray animals and dogs. The provisions of the Law on the Protection and Welfare of Animals (“Official Gazette of Bosnia and Herzegovina” number: 25/09 ), it is prescribed that abandoned and lost animals are collected by hygiene service employees and handed over to animal shelters, as well as that animal shelters must be established within a year from the date of entry into force of the specified law, by competent local governments.
All pet owners in the Canton area are warned that in accordance with the provisions of the Law on Veterinary Medicine and other by-laws, the obligation to register dogs with the installation of a microchip, vaccination against rabies and treatment against parasitosis, which is carried out through authorized veterinary stations, is prescribed.
All natural persons are warned that abandoning dogs is strictly prohibited, regardless of whether it is the inability to keep them or unwanted reproduction. In accordance with the provisions of the Law on Veterinary Medicine (“Official Gazette of FBiH” number: 46/00), fines for physical persons in the amount of 300 KM to 1,500 KM are prescribed for violation of legal norms.
Veterinary organizations are warned to consistently implement animal health protection measures in their area of operation and to report any refusal to implement them by animal owners to the competent veterinary inspection.
