The Minister of Education, Science, Culture and Sports of the Zenica-Doboj Canton, Mirza Mušija, signed today with the presidents of the cantonal committees of the Independent Union of Basic Education and Education ZDK and the Union of Secondary and Higher Education, Education, Science and Culture ZDK, Selvedin Šatorović and Đevad Hadžić, the amendments to the Collective Agreement for the activities of primary and secondary education of ZDK.
Prime Minister Nezir Pivić was also present at the signing, which took place at the headquarters of the Canton.
– We are pleased to have this kind of cooperation, to agree on issues of general interest in a normalized and partner environment and look for the best system for our children – said Minister Mirza Mushija.
The president of the cantonal board of the Independent Primary Education and Training Union ZDK Selvedin Šatorović said that this represents a continuation of the continuous improvement of the economic and social position of educators.
– We fixed certain things regarding the calculation of past work, recognized the schools where additional adult education is carried out and, ultimately, resolved the dilemma regarding the payment of classroom teachers. This is continuity, and we will open talks on a new collective agreement at the beginning of 2026 – Šatorović said.
Šatorović and Hadžić pointed out that the Government and the trade unions have a common goal – that in ZDK, educators have the highest salaries in Bosnia and Herzegovina. They added that the cantonal government in this convocation set education as a priority and “showed a strong sensitivity towards educators and their needs”.
Prime Minister Nezir Pivić emphasized that during the last 21 months, the incomes of employees in education have been increased twice, which in some cases, especially in the field of education, meant an increase in total incomes, including salary supplements, by more than 50 percent.
– The Government of Zenica-Doboj Canton remains consistent with the policy of social dialogue, stable public finances and investment in human resources. Our focus is on the people who make up the education system – teachers, professors, pedagogical workers and staff who contribute to the education and upbringing of our children every day. Taking care of them also means taking care of the future of our canton. We will continue to strengthen the partnership relationship with the trade unions and continuously improve the working and living conditions of all employees in education – said Prime Minister Pivić.
When it comes to amendments to the Collective Agreement for the primary and secondary education activities of ZDK, they relate to increasing the rights of employees, but also to preventing possible abuses in exercising the right to transport. Among other things, the changes concern the additional rights of school principals and secretaries in terms of a larger workload.
