They are asking for Trump administration to be used by all available funds against Dodik and the Njegova’s helpers.
In the letter point out that they are deeply concerned about the recent actions of Milorad Dodik, the leader of the entities of the Republic of Srpska within Bosnia and Herzegovina.
- It has been engaged in the secessionist activity, causing state institutions of Bosnia and Herzegovina, by undermining the Dayton Agreement and threatening territorial integrity and the country’s ethno-social cohesion. In response, the United States, including the first Trump administration, introduced the sanctions to Mr. Dodik and individuals and entities that helped in his secessionistic actions, states.
- On 26 February 2025, the Constitutional Court of Bosnia and Herzegovina condemned Mr. Dodik for a year in prison and forbade his decision to implement unconstitutional laws that rejected the Authority of the Constitutional Court and the High Representative’s Office. Mr. Dodik promised to ignore the verdict and continue with his separatist agenda, which stated that he took steps towards the possible turnover of the Republika Srpska from Bosnia and Herzegovina, stands in the letter.
It is further stated that Dodik and his allies have escalated the secessionist crisis they caused themselves.
- Republika Srpska National Assembly adopted Dodik implemented by two new unconstitutional laws aimed at prohibiting the functioning of state security and judicial institutions of Bosnia and Herzegovina within the Republika Srpska. Republika Srpska institutions were ordered to use force to stop and prevent legal and lawful actions and the functioning of the institutions of Bosnia and Herzegovina within the borders of Republika Srpska. In addition to threatening force, threats of arrest, sanctions and criminal proceedings are addressed to employees in the state institutions of Bosnia and Herzegovina living and working in the Republika Srpska, if they continue to carry out their federal obligations. This is a direct attack on the Constitutional Order of Bosnia and Herzegovina and the Dayton Peace Agreement, it is said and adds:
- We invite the administration to use all the tools available to it, including diplomacy and sanctions, to prevent the situation in Bosnia and Herzegovina. Specifically, we invite your administration to:
- Expand targeting sanctions against Dodik and its enablers, including additional financial constraints and ban on travel for those who undermine the sovereignty and democratic processes of Bosnia and Herzegovina.
- Increases diplomatic engagement with Bosnia and Herzegovina, including the appointment of a special envoy for the Western Balkans to coordinate the policy.
- It closely cooperates with European allies and partners to present a unique international attitude against secessionist threats, including the readiness of the EUFOR Mission for Althea in order to resolve possible security threats.
- Strengthens the statement of the American jobseeker in Bosnia and Herzegovina with public and unambiguous affirmation at the highest levels that the United States is dedicated to sovereignty, territorial integrity and the multiethnic character of Bosnia and Herzegovina.
Security, stability and economic prosperity of Bosnia and Herzegovina remain crucial for the interests of the United States in the Western Balkans. The strong leadership of the United States, in cooperation with our allies and partners, is essential to oppose the destabilizing agenda of Mr. Dodik.
- We are available to support the administration efforts in this regard and look forward to continuing cooperation in order to improve peace, stability and democratic development in Bosnia and Herzegovina, concludes.
