The Public Procurement Agency of Bosnia and Herzegovina said, from the moment that together with the Prosecutor’s Office of BiH, BiH, faces continuous attempts to discredit and obstruction of these legal solutions by different stakeholders.
The statement re-expressed full support to amendments to both laws, which has already adopted the House of Representatives of the Parliamentary Assembly of BiH, while the decision of the people of the people is still expected. It was pointed out that the ultimate moment is that persons who have been violating public procurement for years and achieve personal benefit sanctioned, including the imposition of prison sentencies, which has not been the case so far.
The agency warns that abuses in public procurement, either in public institutions, private companies, or among the persons who professionally deal with these procedures, a serious social problem that should be resolutely opposed.
It is also stated that the Agency provided complete cooperation between the Prosecutor’s Office of BiH in investigations of violations of laws and illicit actions carried out by different actors, including individuals from state institutions, and even from the agency itself.
Concerns are especially pronounced due to attempts to reduce or challenge those who violate the law within the system, as such approaches violate legal certainty, reduce transparency and open space for new abuses. The Agency emphasizes the importance of independent audit bodies as a guarantor of legality and transparency, and points out that it is continuously working on professional education and professionalization of participants in public procurement procedures.
All actors in the system are invited to act responsibly and professionally in public appearances, and to strengthen the integrity of the integrity of the public procurement system, instead of undermining it.
As concluded, the Agency will continue to work transparently and decisively, in accordance with the law and in the public interest, and openly talk about attempting to maintain the situation in which public money is abused unpunished. The public will continue to indicate the responsible legal and natural persons, their connections, professional competence and earlier work results, in order to prevent new abuses and protect the public interest, writes Akta.
