An additional mechanism is prescribed – the possibility for the Government of the Federation to declare the state of compromised supply of supply and insufficient supply of natural gas, extreme increase in market prices or other endangerable circumstances.
The text also provides the authority to adopt a plan or prescribe the terms of the vulnerable supply, obligations and procedures for the purpose of reducing the remote heating and electricity production systems, the manner of reporting and informing and other issues of importance for importance the realization of the plan.
In the event of an extreme increase in market prices, the Government of the Federation can also introduce special measures to form and control prices and thus mitigate the consequences of significant market disorders to end customers.
Given and the possible negative effects of the introduction of such measures and energy entities, the Government also proposed appropriate control and mitigation mechanisms and mitigation of such effects.
If the proposed law was approved by the Federal Parliament, the government would also have the legal obligation to introduce measures that cause the smallest possible disorders in the natural gas market, and their duration could not be longer than the circumstances that are prescribed.
The law prescribes the obligation to the Government to determine the conditions, ie the sources of money to compensate for potential damage to energy entities that implement and define the conditions and method of distribution of money. Finally, the Law also contains the obligation to publish in the media decisions on the declaration of endangered supply and decision on the introduction of special measures, which ensures transparency in the process of and informing all relevant entities.
According to the proposed solutions, the Government of the Federation has a sufficient legal basis to adequately operate in cases of endangered security supply security, both due to insufficient bids and due to significant market disorders, is stated in the explanation.
Since the proposed law is sent to the Parliamentary Procedure for now in the draft phase, it means that the parliament could refer to the public hearing before the final statement.
