The Federal Minister for Labor and Social Policy, Adnan Delić, was a guest on TVSA and spoke about one of the topics about which “spears have been broken” recently, namely the amount of the minimum pension after the adoption of the new law on pension and disability insurance.
He also spoke about the very procedure of adopting this law.
– The proposal for amendments to this law as far as the ministry is concerned has already been completed. He is currently waiting for a fiscal assessment, and that assessment depends on certain predictions when it comes to filling the budget for 2026 from the Federal Ministry of Finance. The agreement reached together with the Federal Union of Pensioners is that this law should enter into force next year.
I hope that as a government we will succeed in honoring what we promised and that we will adopt changes to the Pension and Disability Insurance Act. We reached an absolute consensus and compromise with the representatives of the Federal Union of Pensioners, who are currently the only official representatives with whom we conduct a social dialogue. The most important request refers to the regular adjustment of the pensions themselves, that is, to the formula for which the pensioners’ representatives asked to be changed. The minimum pension should be 700 KM, Delić said.
He also touched on the Labor Law in FBiH.
– We do everything according to plan and program. The final text has been agreed, at least as far as the Federal Ministry of Labor and Social Policy is concerned. It is one of the most complex laws at the FBiH level. For the first time, we have decided to publish the proposal of the working text publicly on our website and give every citizen the opportunity to comment on it and give their suggestions. After processing everything that came in, we agreed on the proposal and sent it to the competent authorities.
We have to get opinions from the cantons. We got some opinions. Very soon, in the next few days, the opinion will be submitted to the Federal Ministry of Finance, Justice and the FBiH Legislation Office, after which all conditions will be met for him to officially come to the session of the FBiH Government, and after that to the session of both Houses of the FBiH Parliament. It is a completely new law compared to the existing one. An open-ended contract will become a permanent practice, while a fixed-term contract will only be an exception, Delić pointed out in an interview for TVSA.
The Law on Amendments to the Law on Parents and Caregivers was also one of the topics of discussion.
– I hope that the amendments to this law will be unanimously adopted in the House of Representatives and the House of Peoples of FBiH. It is a relatively young law. In its very implementation, deficiencies were noticed that we wanted to correct as soon as possible, in order to compensate those who have the status of parents and caregivers for not being able to take care of their children 24 hours a day. This is a good example of how the state found a solution, enabled us to employ these people and pay them taxes and contributions, so that they would have the right to a pension. One of the key changes is that we have more adequately defined the concept of the status of parent caregiver. He is now equalizing, says Delic.
Regarding the “Spenganje” affair, Delić is of the opinion that the institutions should do their job and that they should do it better.
