According to the data on the enforcement of fines issued under the Law on the Basics of Traffic Safety (ZOOBS), in the period from January 1, 2023 to September 30, 2025, a significant increase in the amount of unpaid fines was recorded, both for domestic and foreign citizens.
Citizens of Bosnia and Herzegovina – natural and legal persons
The total amount of unpaid fines for domestic persons has been continuously increasing over the last three years:
- Year 2023: 9,404,711.60 KM
- Year 2024: 11,044,012.31 KM
- Year 2025: 24,759,620.66 KM
Compared to 2024, the amount of unpaid fines in 2025 has more than doubled (an increase of 124.2%), which clearly indicates the need for a stronger collection mechanism and more consistent control over the execution of fines.
Foreign citizens
A similar trend is observed among foreign citizens:
- Year 2023: 110,601.85 KM
- Year 2024: 138,348.85 KM
- Year 2025: 215,831.65 KM
Although the amounts are significantly lower compared to domestic drivers, a constant increase in unpaid fines is noticeable in this category as well, which may indicate an increased number of violations by foreign drivers or difficult international collection.
Necessary measures and recommendations
The growing trend of total debt based on unpaid fines indicates the need to:
- strengthening the mechanisms of forced collection and enforcement control,
- improvement of the information system for recording and monitoring penalties,
- strengthening of international cooperation in the field of collection of fines from foreign citizens, and
- implementation of preventive campaigns to raise awareness of the importance of complying with traffic regulations.
The total amount of unpaid fines (domestic and foreign drivers) in 2025 amounts to 24,975,452.31 KM, which represents a serious challenge in terms of collection and budget losses, but also a signal for reconsidering the effectiveness of existing procedures.
