Federal representative Edita Mazić, as part of parliamentary questions at one of the sessions of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina, asked the Federal Ministry for Veterans and Invalids of the Defense-Liberation War, headed by Nedžad Lokmić, why it has not ensured the issuance of identification cards to combatants until today, even though this is already foreseen by law in 2019.
Article 49 of the Law on the Rights of Demobilized Soldiers and the Rights of Their Family Members provides that the Federal Ministry will issue a regulation within 60 days that will determine the conditions, manner and procedure for issuing that card. However, the stated legal deadline has not been complied with even to this day.
Identification cards would be helpful to demobilized fighters in exercising their rights. For example, when submitting requests at the level of municipalities, cantons, the Federation of Bosnia and Herzegovina…
– The Law on Amendments to the Law on the Rights of Demobilized Soldiers and Their Family Members amended Article 48 of the Law and stipulated that persons can prove their status as a demobilized soldier until the issuance of an identification card based on a certificate of membership in the armed forces issued by the competent group, an independent executor for matters of records in the field of military obligation – the Ministry’s representative Mazić replied.
It is added that the Ministry did not make an assessment of the necessary funds for the production and distribution of the cards for the reason that it is not necessary, given that according to Article 48 of the Law, the same status of a demobilized fighter can be proven on the basis of a certificate of belonging to the armed forces.

– Bearing in mind that demobilized fighters can prove their status on the basis of a certificate of membership in the armed forces that is issued free of charge according to their place of residence, there is no responsibility because demobilized fighters do not suffer any damage by not issuing an identification card – the Ministry stated.
