He pointed out that relations in the state legislative body are unclear and unstable, and that there is currently no defined majority that would take responsibility for key reforms.
Cvitanovic is surprised that the opposition from Republika Srpska has not yet supported the Law on the High Judicial and Prosecutorial Council (HJPC), although before, in the representative home, voted for European laws.
– I think they sent a political message to HDZ BiH, or someone third, to have the capacity. Although paradoxically, the SNSD today voted for the Law on the State Body whose decisions are not recognized in the territory of RS – said Cvitanović.
It is hoped that the law will still be adopted at the next session and that the European path of BiH will continue, emphasizing that the session, although interrupted, represents a small shift, because it started at all.
– It is impossible to explain who is the government. On the one hand you have a SNSD, from the second opposition from the RS, then the Troika from the Federation, the SDA that does not bear any responsibility, the HDZ BiH, which is still no defined by the majority that would make the decisions – clarified Cvitanović.
He adds that HDZ 1990 laws support on the basis of the European perspective, not political blocks.
Cvitanovic admits that tactical maneuvers occur in the house of the people, where a different majority appears at each session. He also attended the meeting with the Peace Implementation Council (PIC), where, as he says, he did not feel that there was any approaching political views.
– The international community did not raise their hands, but wants to motivate us to go into serious reform and open negotiations with the EU – he emphasized.
When asked whether SNSD staff should be changed, including Nikola Spiric, Cvitanović confirmed that he signed a request for his shift.
– SNSD uses a constitutional quorum of three relatives from the RS not to protect vital national interests, but to preserve staff. If the shift is part of the deal leading to the decision of the election law – I would do everything – he said.
Cvitanović does not reject the talks on three federal units, but emphasizes that the amendment of the election law “minimum below which the Croatian people cannot go”.
– If we go to a new agreement on the decoration of BiH, all the topics must be on the table. The state does not function on the principle of universal righteousness. A reform is needed to reconcile individual and collective rights – he said.
Speaking of the differences between the HDZ BiH and HDZ 1990, Cvitanovic says that both share positions on national interests, but differ in approach and honesty.
– HDZ BiH was 20 years old and five governments to resolve the issue of the election law and did not do so. I think we would be more efficient and more open for solutions – Cvitanovic concluded.
