He added that China is attached to the principle that he would never first use nuclear weapons, and to follow the nuclear self-defense strategy. Beijing, he pointed out, will not participate in the arms race in arms or one state.
“Countries that have the largest nuclear arsenals should seriously meet their special and priority obligations regarding nuclear disarmament,” Guo said.
