The information was confirmed by the head of the military administration of Balaklia, Vitaly Karabanov, stating that the city center was hit and that the injured children were born in 2007, 2010 and 2011. Nine injured people were transported to the hospital.
So far, there has been no official reaction from Moscow, and Reuters could not independently confirm Karabanov’s allegations. The attack comes at a time of intensified Russian attacks on the Kharkiv region, which has been under constant pressure in recent weeks.
At the same time, information arrived late last night from the occupied part of Donetsk that the area was left without electricity after an alleged attack on a nearby substation. According to Telegram channel ExileNova+, the Chaykina substation was hit, causing power outages, although these claims have not been confirmed by the Kyiv Independent or the Ukrainian military.

In recent months, Ukrainian forces have been intensifying operations in the occupied territories and inside Russia, focusing on military and industrial facilities. Thus, according to Russian Telegram channels, on November 11, they carried out an attack on a thermal power plant under Russian control in the Donetsk region. The released videos show a large explosion and fire at the Starobeševo power plant, located in the occupied community of Novi Svit.
Attacks on energy facilities are part of a broader Ukrainian strategy targeting Russian oil and gas infrastructure – a key economic pillar of Moscow’s invasion of Ukraine.
