The Cantonal Court in Tuzla, according to the judge for the preliminary proceedings, in the criminal case against Mirsad Bakalović, former director of the Tuzla Retirement Home, and Zinaida Razić Halilović, head of the Department for Economic, Financial, Accounting and General Affairs and member of the Board of Directors, due to the well-founded suspicion that, as accomplices, they committed the criminal offense of Serious crimes against the general safety of people and property in connection with the criminal offense of Causing general danger, and Bakalović for the extended criminal offense of Abuse of position or authority, deciding on the proposal of the Cantonal Prosecutor’s Office of the Tuzla Canton, issued a decision by which the suspects were detained for a period of one month.
The suspects are charged, among other things, with the fact that in the period from February 2024 to November 4, 2025, as responsible persons in the Public Institution “Dom penzionera” Tuzla, they knowingly failed to organize and implement the prescribed fire protection measures and the general safety of the users, and which failures had the consequence of jeopardizing the safety of a large number of people, and when a fire broke out in the room of one of the users on November 4, 2025, a death was caused. number of users, and more than 50 people were injured.
The detention of the suspects was determined due to the existence of the reasons prescribed in Article 146, paragraph 1, point d) of the Law on Criminal Procedure of the FBiH, that is, due to the existence of extraordinary circumstances, because it is a particularly serious criminal offense in view of the consequences, the fact that the place of execution is a public institution of special social importance, in which about 180 elderly people were housed, as well as due to the great interest of the public, and because of the anxiety caused by the event and its consequences, and because release would of suspects resulted in a real threat of disruption of public order.
