At the trial of Osman Mehmedagić, the former Director of the Intelligence-Safety Agency (OSA), the Prosecution witnesses presented details on the procedures for verification of diplomas and security questionnaires in the Agency. According to their statements, the university’s university degree was not checked because it was not listed in a security questionnaire or in the personal file of Mehmedagić.
Personal dossiers and secrecy of documentation
The former OSA employee, whose identity is protected, explained that all the personal files of employees and director were kept in a metal cassette and marked with a secrecy mark. “Mehmedagic’s file contained a degree from Banja Luka, but I never saw a university degree,” Witness said. She added that employees could borrow documents from the file with Reverse, while the post came directly to her. With the arrival of a new director, the signage of secrecy from the file was removed: “We were also suspended. Only who performs the inspection must have the Director General Order.” The witness also explained that in 2021, systematics were conducted upon the arrival of a new director, and that the new regulations adopt the Commission by the Director’s order.
Indictment and the Prosecution’s States
Mehmedagića The indictment is charged that, without the prescribed high expertise, he performed the function of OSA Director since 2019. until 2023, after his diploma of the Faculty for Business Studies in Banja Luka. According to the indictment, the abuse of position Mehmedagić achieved personal income in the total amount of 293,000 KM.
Security checks: Procedures and omissions
The former OSA employee stated that Mehmedagic security check was performed in 2021, while the first was done in 2015. year, when he was appointed director. “Security checks are done every four years. There are basic, special and additional levels of verification, and the director must meet all three questionnaires, including education issues,” witness.
He added that the request for confirmation of diplomas sent to the institutions issued and confirmed that Mehmedagić graduated studies in Sarajevo and the Higher School in Banja Luka. He was not inspired by the American University as he was not listed in the file, and became a famous media later.
The third witness, a former employee of the Ministry of Security, explained that all institutions conduct their employees security checks, especially those who work with secret data. He reminded of 2007 trainings, when officers learned the proper completing security questionnaires. “Incorrect data in the questionnaire is a security interference,” he concluded.
Due to the protection of the witness, the Court forbade the publication of their personal data.
