Goran Kotaran (43) from Kozarska Dubica, one of the most dangerous murderers from Bosnia and Herzegovina, who will be released today, Friday, February 27, 2026, after two decades spent in prison, will be under police surveillance, “Nezavisne Novine” has learned.
“All institutions have been informed of his release. Everything, absolutely. Of course he will be under surveillance, everyone knows very well what kind of man he is. Intensive measures are already being taken in terms of his return to freedom,” said the source of “Nezavisnih novini”.
He plans to live in Banja Luka
The dangerous killer Goran Kotoran will, let us remind you, most likely live in Banja Luka, where he was looking for an apartment.
“He asked for an apartment, an address in Banja Luka through a family member. It is known that he is from Kozarska Dubica, but apparently he decided to live in Banja Luka,” said the source of Nezavisne Novina.
To serve his sentence, Kotaran was first sent to the Foča Penitentiary (KPZ) in early 2008, and since November 2024 he has been in the Banjaluka Penitentiary, from which he will be released today.
Victims found buried
“His sentence is due to expire tomorrow, February 28. Given that it falls on the weekend, he will be released a day earlier, that is, today. He did not receive any benefits, he served his sentence from beginning to end,” said Saša Gligorić, director of the Banjaluka Penitentiary, in a statement for “Nezavisne novine”.
Let us remind you that Kotaran was sentenced to 20 years for the murders of Predrag Vrban aka Pedi Lopov in 2005 and Sead Kanurić aka Stevo Mucavi in 2006. They were strangled and their bodies were found buried.
Kotaran was also tried in Sweden for two murders, but experts declared him insane and he was deported to Bosnia and Herzegovina 23 years ago.
