ESV President Safudin Čengić said that they reached certain conclusions after the Government’s decision on the minimum wage.
– After passing certain acts and regulations, workers and employers will be satisfied. ESV members support the activities of the FBIH Government on improving the status of workers and reducing contributions. Contributions between 600 and 1000 KM will be defined by legal acts in the next seven days, in such a way that some will be refunded up to 304 KM. Salary growth up to 450 KM will be exempt from tax, which will allow to increase the packages of other employees, who already have over 1000 KM, said Čengić.
Urgent work on fiscal laws was also agreed upon.
The president of UP FBIH Adnan Smailbegović said that there are a couple of positive things, the first of which is that the social dialogue has returned.
– The Prime Minister announces that he is going in the direction of introducing fiscal solutions as soon as possible, which is the final solution. A temporary solution, the Government will very likely adopt a part of it. Figures, some 475 million KM in additional contributions, one third of which will be returned, that is these salaries up to 1000 KM, then this non-taxable part of 450 KM for salaries over 1000 KM. Now it is crucial to find quality criteria for refunding those companies that need help, said Smailbegović.
Prime Minister Nermin Nikšić said that by increasing the minimum wage, 468 million KM will be spent on PIO, 256 million KM, then 183 KM for health insurance, 76 KM for income tax, which is the original income of cantons and municipalities.
– As for refunding and subsidizing contributions, it will be exclusively from the budget, and we have already determined 100 million KM in the budget. The refund is simpler and will go through the Employment Office, only for those who are covered by the decree, along with showing the November and December salary, said Nikšić and said that this is not all and that the amount will increase if necessary.
He said that there are some business entities that may not be able to bear the burden, so wait for a refund.
– We will prepare a subsidy for them, so that they can get the funds as soon as possible. With a special regulation, we will foresee the release of additional contributions for salaries above 1000 KM, which prove with the pay lists for November and January that they have increased the salaries of their workers up to 450 KM, said Nikšić.
He announced that the goal is to resolve these fiscal interventions as soon as possible, and then fiscal reforms. He hopes they will be passed by September 30.
– On July 1, we are ready to take the first step and reduce contributions, so that by the end of the year we can create the assumptions that we will have final laws from the fiscal reform, said Nikšić.
