At the sessions held in December, at which the CEC considered cases of violation of the Election Law, fines in the amount of 61,500 KM were imposed, namely at the session held on December 4, 29,500 KM, at the session held on December 9, 16,000, at the session held on 11 December 6,500 KM and the session held on December 23, 9,500 KM.
“Most of the imposed fines refer to the premature election campaign, and all objections and appeals that have not been resolved so far will be considered in the coming period,” stated the CEC.
The CEC noted that the money from the imposed fines is paid into the budget of joint institutions, and in the event that the fine is not paid within the deadline, the CEC initiates enforcement proceedings before the Court of Bosnia and Herzegovina.
Due to significant amendments to the Election Law, which were applied for the first time in local elections this year, it is not possible to compare the imposed fines with previous election cycles, and the analysis of the effects of the imposed fines will only be possible in the following period.
The biggest fine imposed by the CEC this year was received by the Croatian Party of Rights of BiH in the amount of 30,000 KM, because it placed a poster with the symbols of HOS “Za dom spremni” in the basic constituency of Posušje.
A fine of 20,000 KM, which was later changed to a fine of 15,000 KM, was given to the PDP candidate for mayor of Kalinovik, Vlado Sladoje, for hate speech, and he was fined for publishing an election poster in a military uniform and mobilization messages alluding to voting.
“Appreciating the vocabulary in the photos and the associations they can evoke in a good part of BiH, and appreciating the circumstances and activities of the PDP where there was no war rhetoric, it is necessary that the PDP be fined 3,000 KM, and the candidate for mayor Sladoje be fined for hate speech of 20,000 KM”, it was stated at the session.
According to data available on the website of the CEC, the political party PDP received a fine of 15,000 KM due to the premature campaign and misuse of public funds by the candidate of this party for the mayor of Banja Luka, Draško Stanivuković, during the distribution of cards for public transport to pensioners.
The political parties SDA, SDP, Demos and SNSD were fined 10,000 KM, as well as the candidate of the People’s Front for the mayor of Bratunac, Srđan Rankić.
They were punished for, as stated, misuse of resources, premature campaigning, child abuse and hate speech.
Until November 27, when the last cross-section was done, the CEC received a total of 2,977 objections, that is, complaints about violations of the BiH Election Law.
