The Academy was attended by the entire political leadership of the RS and Serbia, with the exception of Milorad Dodik, the President of the RS, and Aleksandar Vučić, the President of Serbia. The Speaker of the National Assembly of Serbia, Ana Brnabić, the Prime Minister of Serbia, Miloš Vučević, and the President of the NSRS, Nenad Stevandić, the Prime Minister of the RS, Radovan Višković, and the Chairperson of the BiH Presidency, Željka Cvijanović, sat in the front rows. All the ministers from the RS and Serbia sat behind, and in the front rows was the Russian ambassador to Bosnia and Herzegovina, Igor Kalabuhov.
Serbian Patriarch Porfirije addressed the gathered first, and devoted most of his speech to forgiveness. “People should forgive, reach out to each other. That we understand that each other needs us, that we listen to each other, that we correct each other in relation to a different opinion, that there is no discord between us. We cannot be calm if our neighbor has unrest,” said Patriarch Porfirije.
The President of the National Assembly of the RS, Nenad Stevandić, stated that “the RS is not a sheet of paper on which data on the date of birth can be changed”. He said that on January 9, he will still celebrate the “day of RS”.
Serbian Prime Minister Miloš Vučević also spoke about the Dayton Peace Agreement.
“Serbia, as a guarantor of the Dayton Agreement, firmly stands on the position that any changes are possible only with the consent of the three constituent nations of Bosnia and Herzegovina and the two entities,” said Vučević.
The Chairperson of the Presidency of Bosnia and Herzegovina Željka Cvijanović first moved the greeting of the President of the RS Milorad Dodik. She claims that the RS is committed to peace, stability, as well as a constructive role in the region and within BiH.
“RS is a stable and serious political community aware of its needs, the strength of its institutions and the need to strengthen their strength so that they can fulfill their obligations to citizens,” she added.
A reception will follow tonight in the Administrative Center of the RS, and the main manifestation will be tomorrow, on the streets of Banja Luka.
In 2015, the Constitutional Court of BiH found that January 9 as “RS Day” was unconstitutional, that is, that court contested January 9 as a date, and not the celebration of “RS Day” as a holiday.
The National Assembly of the RS subsequently removed the Law on the Day of the RS from the Law on Holidays and adopted it as a special secular holiday. The request for an evaluation of the constitutionality of that law was submitted by Bosniak and Croat delegates to the Council of the People of the RS.
On March 29, 2019, the Constitutional Court of Bosnia and Herzegovina declared January 9 unconstitutional, that is, annulled part of the article of the Law on the Day of the RS.
