Moscow is increasingly borrowing – can debt become a threat?

The public debt of the Russian Federation rose in 2024. by 13.5 percent, reaching 29.04 billion rubles ($ 344 billion), the Russian Budget Chamber announced.

The internal debt increased by 14.1 percent, at 23.47 trillion rubles, while the external debt fell by 2.3 percent, to $ 52.11 billion.

Sanctions

Debt servicing costs have jumped by 35.1 percent, reaching 7.2 billion dollars, which ranks them among the key budget expenditures. The share of public debt in GDP is now 14.5 percent, and its growth occurs in the context of increased military expenditures and economic sanctions that restrict access to international financial markets.

According to the Budget Chamber, the share of internal debt in the total debt increased to 81.8 percent, while the external debt limit remains set to $ 63 billion.

Increased budget expenditures for debt repayment reduce fiscal space for other economic priorities, which is a long-term challenge for state finance stability.
